The CSIC does not produce documents that involve an interpretation of the law or have legal effects, nor does it produce regulatory texts or information subject to public consultation, as referred to in Article 7 of Law 19/2013 of 9 December on Transparency, Access to Public Information and Good Governance (information of legal relevance).
Economic, Budgetary and Statistical Information
In the area of information of economic, budgetary and statistical relevance, Law 19/2013 on Transparency, Access to Public Information and Good Governance establishes a broad catalogue of information that must be accessible and understandable to citizens, given its role as an essential tool for overseeing the management and use of public resources.
This section contains the files relating to the most recently approved CSIC annual accounts (2024). These have been audited by the General Intervention of the State Administration (IGAE) and present, in all material respects, a true and fair view of the organisation’s assets and financial position, as well as its results, cash flows, and the budget outturn for the financial year concerned.
It also includes the audit reports issued by the Spanish Court of Auditors concerning the CSIC.

This section publishes the list of standard and minor contracts, as well as in-house assignments and the full set of procurement statistics required under Law 19/2013, including those awarded to SMEs.
In the first quarter of 2026, the CSIC awarded 711 contracts, of which 60.1% were carried out by SMEs.
In 2025, the CSIC awarded 3,833 contracts, of which 67.3% were carried out by SMEs.
In 2024, the CSIC awarded 4,752 contracts, of which 61.8% were carried out by SMEs.

In the exercise of its functions, the CSIC establishes cooperative relationships through various legal instruments, such as agreements (both national and international) and management commissions (encomiendas de gestión). The scope of these instruments is diverse, ranging from defining the operational framework of joint institutes to regulating research projects, research infrastructures, or training activities.
No subcontracting activities have been carried out under management commissions.
In the first quarter of 2026, 568 national agreements were in force, along with 412 international agreements, arrangements and general protocols of action, as well as 6 management commissions.
In 2025, 551 national agreements were in force (of which 5 were management commissions), 178 new national agreements were signed, and 185 expired. In addition, 483 international agreements, arrangements and general protocols of action were in force.
In 2024, 622 national agreements were in force, along with 393 international agreements and general protocols of action, as well as 11 management commissions.

Information is provided on authorisations granted to CSIC staff to undertake a second public-sector activity, as well as compatibility approvals for private-sector activities, in accordance with Law 53/1984 of 26 December on Incompatibilities of Public Administration Personnel and its implementing provisions.
In the first quarter of 2026, 12 civil servants or employees of the CSIC were authorised to undertake a second public-sector activity, and 18 were granted compatibility approval for a private-sector activity.
In 2025, 79 civil servants or employees of the CSIC were authorised to undertake a second public-sector activity, and 72 were granted compatibility approval for a private-sector activity.
In 2024, 41 civil servants or employees of the CSIC were authorised to undertake a second public-sector activity, and 55 were granted compatibility approval for a private-sector activity.
At present, there are no authorisations or compatibility approvals granted to former holders of the CSIC Presidency, which is the institution’s only position with the rank of senior public official, in accordance with Article 1.2(d) of Law 3/2015 of 30 March regulating the exercise of senior public office within the General State Administration.

In 2025, the CSIC held ownership or another property right over 796 real estate assets.
A subsidy is an allocation of public funds aimed at achieving objectives linked to the general interest and awarded to public or private persons, provided that they meet a series of requirements.
The CSIC awards the “JAE Programme” introductory research grants, under the Junta para la Ampliación de Estudios Programme.
The call for the “JAE Programme” is issued in accordance with Order CIN/895/2022 of 12 September, updating the Junta para la Ampliación de Estudios Programme and approving the regulatory bases for the award of training grants by the State Agency Spanish National Research Council (BOE, 16 September 2022). The grants are awarded through the competitive procedure provided for in Article 22 of Law 38/2003 of 17 November, the General Subsidies Act.
The purpose of the JAE grants is to introduce Spanish university students, nationals of any European Union Member State, and non-EU foreign students to research. They are awarded in two modalities: “JAE Intro ICU” and “JAE Intro”.
The maximum allocation for the JAE Intro 2026 programme amounts to EUR 1,138,000, charged to budget item 28V340.463AF of the expenditure budget of the State Agency CSIC, M.P. for 2026, or equivalent items in subsequent financial years, subject to budget availability.
The maximum allocation for the JAE Intro 2025 programme amounts to EUR 930,000, charged to budget item 28V340.463AF of the expenditure budget of the State Agency CSIC for 2025, or equivalent items in subsequent financial years, subject to budget availability.
The implementation of the JAE Intro ICU 2026 programme will be subject to the budget availability of CSIC research institutes, national centres, technical units, PTIs or scientific networks/connections. The maximum allocation for this programme is EUR 2,112,950.00.
The implementation of the JAE Intro ICU 2025 programme will be subject to the budget availability of CSIC research institutes, national centres, technical units, PTIs or scientific networks/connections. The maximum allocation for this programme is EUR 1,948,450.00.
In the JAE Intro 2025 call, 54% of beneficiaries are women and 46% are men.

In 2025, the President of the CSIC received EUR 108,530.38, with 10 recognised three-year seniority periods. The remuneration of senior officials with the rank of director-general is set out in Article 21.Three of Law 31/2022 of 23 December on the General State Budget for 2023 (extended), and has been updated in accordance with the Resolution of 3 December 2025 of the State Secretariat for Budgets and Expenditure, issuing instructions on the payment to State Public Sector staff of the 2.5% salary increase for 2025 provided for in Article 1 of Royal Decree-Law 14/2025 of 2 December 2025, approving urgent measures on public-sector remuneration. In 2026, until a new General State Budget Law is approved, the President’s remuneration is governed by the same regulations.
Due to their rank, former holders of the CSIC Presidency are not entitled to any compensation for leaving office.
The general framework for improving quality in the General State Administration is governed by Royal Decree 951/2005 of 29 July.
At the CSIC, the Quality Unit carries out the relevant actions in the field of quality, whose main instrument is the Annual Quality and Innovation Plan. Among its 11 projects, particular emphasis is placed on the promotion and monitoring of service charters, the complaints and suggestions programme, the Quality Innovation Network, and the certification and accreditation of laboratories and scientific-technical services.

Right of Access
Chapter III of Title I of Law 19/2013 of 9 December on Transparency, Access to Public Information and Good Governance develops the constitutional right of all citizens to public information.
Public information is understood as any content or documents, regardless of their format or medium, held by the CSIC and produced or acquired in the exercise of its functions.
To exercise your right of access to information on matters related to the CSIC, you may submit an information request through any of the following channels, without prejudice to the provisions of Article 17(2) of Law 19/2013:
The electronic office associated with the Transparency Portal of the General State Administration. To submit your request through this portal, select “Ministry of Science, Innovation and Universities”.

Requests for public information addressed to CSIC are answered, following a report, by its parent Ministry, the Ministry of Science, Innovation and Universities.
Resolution period: one month from the date on which the request is received by the Ministry of Science, Innovation and Universities. This period may be extended by one additional month, subject to prior notification.
An optional appeal may be lodged against the decision within one month before the Council for Transparency and Good Governance, or an appeal may be brought before the contentious-administrative courts.

This section includes all public information that cannot be classified under the categories established by law and whose disclosure is of general interest. Specifically, it includes the CSIC’s main statistical figures, staff-related information such as staff position lists, and other documentation of interest.
