It is the highest governing body with responsibility for the overall management and planning of the Agency’s research activities. It is a collegiate body, chaired by the person holding the Presidency. Its functions include:


  Approve CSIC’s annual and multi-annual action plans

  Approve the proposal for the management contract and the preliminary draft budget

  Approve annual accounts

  Approve organisation and operation rules both at the general level and at the level of their centres, institutes and units

  Approve CSIC’s participation in public or private entities

  Agree on the creation and abolition of research institutes, centres and units

  Carry out follow-up and superior supervision and control of the agency​​​​​​​


Unipersonal body that has entrusted the following government and execution competences as head of the management bodies.

  Presides over the Governing Council and holds the institutional representation of CSIC

  Their appointment and dismissal are made by agreement of the Council of Ministers on the proposal of the head of the Ministry of Science, Innovation and Universities​​​​​​​

The Vice-Presidency for Scientific and Technical Research is the governing body appointed by the Governing Council on the proposal of the Presidency, to which it reports. It directs the planning, coordination and monitoring of research, the transfer of knowledge and the recruitment and training of research and technical staff, as well as the management of scientific and technical infrastructures and the evaluation of research activity.


The Vice-Presidency for Institutional Affairs & Organisation is a governing body appointed by the Governing Council on the proposal of the Presidency, to which it reports. It directs and coordinates institutional relations; the organization of institutes, centres and units; editorial policy and the scientific-technical information system. Activities to promote scientific culture are also carried out under its direction.


The Vice-Presidency for International Affairs is a governing body appointed by the Governing Council on the proposal of the Presidency, to which it reports. Responsible for the planning and promotion of international relations linked to research activity. It coordinates the participation of CSIC in European scientific committees and bodies, and plans, coordinates and monitors the participation of CSIC in European and international programmes.


The General Secretariat is a governing body appointed by the Governing Council on the proposal of the Presidency. The General Secretariat shall, without prejudice to the superior authority exercised by the President, exercise the following functions:


  The management of the Agency’s staff.
  The management of the functioning of the administrative organization..
  The direction of economic-financial and budgetary management and internal control.
  Management of assets, contracts and works and infrastructure.
  Direction of the planning, promotion and management of computer development in the CSIC.

Informs and advises the Presidency and the Governing Council on the scientific and technological matters entrusted to it. It shall inform, specifically, on a mandatory basis, the Management Contract, the Multi-Annual Action Plans and the creation, modification or abolition of research institutes and units.


Of permanent nature, is chaired by the person holding the Presidency. Members of the committee are the holders of the vice-presidencies and a number of scientists and technologists from different areas of knowledge in which the CSIC conducts research, as determined by the Governing Council.

Institutional body with specific competencies in the field of scientific integrity and ethics in research.


The mission of the Commission on Women and Science is to achieve, together with the Presidency, gender equality in research at the Spanish National Research Council.


The Institutional Delegations are in charge of institutional representation and coordination of its institutes of research in their territorial areas. They carry out coordination, representation and management, and provide support to CSIC’s research investigation, innovation and knowledge transfer, traineeship, scientific culture and visibility.
