Action Plans

The Action Plans set out CSIC’s strategy over a four-year period. All CSIC Centres and Institutes, as well as the Horizontal Units and the Scientific-Technical Areas, participate in their preparation.

The CSIC's 2010-2013 Institutional Action Plan

As in the 2006–2009 Strategic Plan, all CSIC centres and institutes, as well as Horizontal Units and Scientific-Technical Areas, participated in the 2010–2013 Plan, conducting a self-assessment of their current situation and defining the objectives they aimed to achieve.

However, this Plan introduced several new features in both approach and scope. The main innovations included its orientation towards research lines and the incorporation of new evaluation dimensions in performance objectives, such as outreach, internationalisation and the assessment of the impact of scientific output. It also applied to the entire institution, including common services. As in the previous edition, the Strategic Plans were evaluated by panels of international experts, who indicated aspects requiring revision. Human and financial resources were then allocated annually to each centre/institute/unit in accordance with its Strategic Plan. Institutional horizontal strategic actions and the necessary resources to implement them were developed over the four-year period covered by the Action Plan.

Proposed Horizontal Measures for Gender Equality in the CSIC

The 2006–2009 Action Plan was developed through a bottom-up process, whereby CSIC centres and institutes established their own strategic plans by conducting a self-assessment of their situation and defining the objectives they aimed to achieve.

These strategic plans were reviewed by panels of international experts appointed by EMBO (European Molecular Biology Organization) and ESF (European Science Foundation), who identified areas for revision.

Subsequently, the Scientific-Technical Area Committees approved the revised strategic plans and allocated human and financial resources to each centre/institute for each year of the period, in line with its Strategic Plan.

Horizontal Units and Scientific-Technical Areas also developed their own strategic plans following a similar framework.

The General Strategic Plan of CSIC addressed the analysis of CSIC’s institutional situation and defined strategies aimed at achieving clearly established objectives.

A key feature of the 2006–2009 Action Plan was its focus on the achievement of specific objectives measured through quantitative indicators enabling effective monitoring of the Strategic Plans and of the overall Action Plan.

Ingenio 2010 Programme

The Spanish Government launched the INGENIO 2010 Programme as a commitment to involve the State, industry, universities and other Public Research Organisations in a concerted effort to reach the level of research and innovation corresponding to Spain’s economic and political weight in Europe.
